Land-use change support: document review, land management documentation, coordination and cadastral updates. We assess the applicable procedure for your plot before quoting. Technical Bureau MREC helps you define the required work, prepare the initial documents and agree the deliverables for your project.
Changing the designated use of a land plot
A land plot’s registered designated use determines the purposes for which it may be used. A change may be needed when planning housing, commercial premises, production facilities or another use that differs from the current designation.
Technical Bureau MREC reviews the plot’s category, title or lease, cadastral records and planning restrictions. The legal route depends on the specific plot and proposed use. A simplified procedure may be available in eligible cases; we check its applicability before advising whether additional planning documentation is required.
What the service includes
- Review of the existing documents, location and intended project.
- Selection of the appropriate designated-use category and a plan of further work.
- Preparation of the required land management documentation.
- Coordination with co-owners, adjoining users or authorities where applicable.
- Support with updating State Land Cadastre records and the associated registration or lease documentation.
Changing a plot’s use is a separate procedure from converting a building from residential to non-residential use. Where both are needed, we coordinate the documentation.
Documents to prepare
- Proof of ownership or the right to use the plot.
- A State Land Cadastre extract and the cadastral number, if assigned.
- A location plan and information about the proposed use.
- Co-owner or user consent, where required.
- Available planning documents and lease terms.
If a document is missing, send what you have. We will explain what needs to be obtained before the project can proceed.
Cost and timing
Work starts from 14 working days, depending on the scope and applicable procedure. The price is calculated after reviewing the plot’s area, land category, legal status and available planning documentation. External approvals and registration stages can affect the overall schedule.
Send the cadastral number and a short description of your intended project to receive a case-specific proposal.
