Mykolaiv Regional Engineering Center (MREC) is a Ukrainian engineering consultancy established in 2008. Our planning and land-management specialists help investors and project teams define what is needed to prepare a particular development site.
Planning a site before committing to development
A detailed territorial plan, known as a DPT in Ukraine, develops the planning arrangements for a defined territory. It can address building placement, access, utilities, restrictions and the organisation of development. The first task is to check existing planning documentation and determine whether a new or amended DPT is needed.
We work with sites for housing, commercial and industrial development, warehouses, agricultural facilities and public projects. An initial planning review can help a foreign investor or consultant understand the site constraints before commissioning the full planning package.
Detailed territorial plan (DPT): scope of work
- Review the site, existing plans, cadastral information and proposed development.
- Prepare or coordinate the necessary topographic basis and initial data.
- Develop written and graphic planning documentation, including the relevant land-management component.
- Prepare strategic environmental assessment materials and support the applicable procedure.
- Support public consultation, responses to comments and submission for council approval.
Who commissions and approves the plan
The relevant public authority has the statutory client and approval roles under the applicable procedure. A private investor can initiate and fund planning through the appropriate arrangement. MREC prepares the documentation and supports the process; commissioning a plan does not guarantee approval of every proposed development parameter.
DPT preparation is separate from changing the designated use of a plot and from designing an individual building. We identify these dependencies so your project team can plan the work in the correct sequence.
Deliverables for an international project team
The planning package contains the agreed explanatory and graphic materials, with environmental and procedural support defined in the contract. We explain planning constraints, decisions and the next stages to your international team. We can continue with land documentation and construction design under separate agreed scopes.
We can coordinate the DPT with municipal master planning, land-use change documentation and cadastral services so that the project team understands the dependencies between each stage.
Scope, deliverables and quotation
We agree responsibilities, deliverables and review stages with your organisation or lead consultant before starting. Our work follows Ukrainian standards. Reports can be prepared in English upon request. Documents submitted to Ukrainian authorities follow the applicable language and format requirements.
The quotation defines the report and drawing formats, any editable files or signed copies, and the included coordination. The fee depends on territory size, survey data, planning complexity, environmental assessment, consultation and revisions; preparation and the authority's approval timetable are considered separately. We confirm the delivery schedule after reviewing the inputs and site access; any authority review has its own timetable.
How to commission this service
Email your organisation name, project objective, preferred schedule and available information: territory location and boundary, cadastral information if available, proposed use and scale, existing plans, land records and relevant public-authority correspondence.
Attach your project brief or terms of reference, including any procurement requirements and the role you need MREC to undertake. We review the inputs and return a proposed scope and quotation. Our office is in Mykolaiv; site work across Ukraine is agreed according to access and the assignment.
