Detailed territorial plan (DPT) preparation in Mykolaiv and across Ukraine. When is a detailed territorial plan needed?

The need for a DPT depends on the existing planning documentation and the proposed development. We assess whether the planning arrangements for the territory need to be detailed before recommending a new plan.

Residential developments and housing estates

For an apartment complex, residential quarter or housing estate, a DPT coordinates building locations, access roads, parking, utilities, landscaping and local facilities. It can also help address planning arrangements for land around buildings managed by homeowners’ associations.

Commercial, industrial and warehouse sites

For retail and office developments, warehouses, industrial and agricultural facilities, we consider access, infrastructure, sanitary protection zones and other restrictions. The proposed development must be assessed against the territory’s permitted function.

Development outside settlement boundaries

A detailed territorial plan can cover land outside a city or village, including a territory intended for an individual investment project. Its planning boundary is established through the applicable procedure and need not match a single cadastral plot.

Local communities and redevelopment

We work with local authorities on residential quarters, public and recreational areas, and redevelopment of existing built-up territory. Our work for communities includes planning documentation commissioned through Prozorro public procurement.

DPT scope and deliverables

We prepare written and graphic planning materials under DBN B.1.1-14:2021. The package is defined for the territory and the approved planning brief:

  • Explanatory report: site analysis, justification of planning solutions and key development indicators.
  • Planning drawings: existing use, proposed development, restrictions, transport, infrastructure and landscaping.
  • Land management component: land plot and land-use restriction information in the legally required scope.
  • Strategic environmental assessment: the SEA report and support for the assessment procedure.

We address comments and support submission for approval. Once the council has made its decision, we hand over the approved materials in the format and scope agreed in the contract.

What to send for a consultation and quotation

  • The address or a map showing the territory.
  • Cadastral number, area and cadastral plan, if available.
  • Evidence of ownership or land-use rights, where these are already registered.
  • The proposed development: type of buildings, intended use and approximate parameters.
  • Existing council decisions, planning materials and correspondence with the planning authority.

What is needed to begin preparation

  • A council decision to prepare the detailed territorial plan.
  • A planning brief defining the territory and scope of work.
  • Applicable planning documentation and information on plots, buildings and restrictions.
  • An up-to-date topographic basis, utility information and other initial data for the territory.

We help prepare the brief, collect initial data and carry out the necessary surveying. If there is no council decision yet, the first step is a consultation on initiating the DPT process.

The public client, private investor and DPT funding

The relevant council’s executive body arranges preparation as the public client. A landowner, developer or investor can initiate the process and fund the work through the applicable arrangement. The designer prepares the documentation; the council decides whether to approve it.

  • Public funding: the relevant budget and other lawful public sources.
  • Private funding: an interested individual or company, through an appropriate arrangement with the public authority.
  • Other sources: funding permitted by Ukrainian law.

How DPT preparation works

  1. Review and brief. We analyse the existing plans, required council decisions and initial data, then define the planning task.
  2. Surveying and site analysis. We prepare the topographic basis and examine existing development, utilities and restrictions.
  3. Planning and environmental assessment. We develop written and graphic materials, support SEA and participate in public consultation.
  4. Approval and handover. We address comments and support submission to the council, then hand over the approved package.

The indicative service timeframe starts at three months. Preparation of the draft and completion of the full approval process are distinct stages.

SEA, public consultation and council approval

Strategic environmental assessment

We prepare the SEA scoping statement, environmental report and materials for consultation with the competent authorities, and reflect the outcomes in the DPT.

Public consultation and hearings

The public client organizes consultation with the developer of the plan participating. MREC prepares the materials, takes part in hearings, reviews submissions and revises the planning proposals through the required procedure.

Approval of the detailed territorial plan

The relevant village, settlement or city council approves the DPT. We support submission and review. The overall schedule takes account of consultation, any revisions and the authority’s meeting schedule.

Detailed territorial plan cost and timeline

Indicative timeframe: from three months. The schedule depends on the territory’s size and complexity, current survey data, SEA, consultation results and the council’s review schedule.

DPT fees are quoted individually. The main cost factors are:

  • Area and complexity of the proposed development.
  • Availability and currency of the topographic basis.
  • Scope of planning drawings, reports and land management materials.
  • SEA and additional studies.
  • Required revisions and procedural support.

Send the site information and available documents for a quotation. Once we have sufficient information, we analyse the situation and prepare a proposal within one to two working days.

  • Master plans and comprehensive spatial plans provide the wider framework; the DPT details arrangements for a particular territory. Master planning is a separate service.
  • A change of designated land use requires a compatibility check and the relevant land procedure. DPT approval does not itself change a plot’s designated use. We can help with land-use changes.
  • Construction design and cost estimates address a specific building. After the planning stage, we can continue with building design and cost documentation.

What is a DPT in Ukrainian construction and planning?
A detailed territorial plan (DPT) is local urban planning documentation that also serves as land management documentation. It details the organization and development of a territory, including buildings, access, utilities and restrictions. It is not the design of an individual building or a construction permit.
Is a DPT necessary for a private house?
Not in every case. We check the existing planning documentation, the land plot and the proposed house. If the necessary planning arrangements are already defined, a new DPT may not be needed solely because you intend to build a house.
Can a private investor commission and fund a DPT?
The public authority has the statutory client role. A private landowner or investor can initiate the process and fund the work through the applicable arrangement. The designer prepares the plan; the council makes the approval decision.
How long does DPT preparation take?
The indicative timeframe starts at three months. It depends on the territory, available survey data, SEA, consultation and the council’s review schedule. We give a project-specific estimate after reviewing the initial information.
How much does a detailed territorial plan cost?
Fees are calculated individually from the territory’s size, complexity, available data, required studies and procedural support. Send the location, cadastral information and proposed development so that we can prepare a quotation.
Which documents are needed to start?
For an initial consultation, send the location, cadastral details if available, land-rights documents and proposed development. Preparation requires the relevant council decision, planning brief, applicable planning documents and initial data. We help assemble these and arrange surveying.
Does the service include strategic environmental assessment?
We provide SEA support, including the scoping statement, environmental report, consultation materials and integration of the procedure’s results into the plan. The assessment is coordinated with DPT preparation.
Who organizes the public hearing?
The public client organizes consultation with the plan’s developer participating. MREC prepares materials, takes part in hearings, addresses comments and revises the documentation through the applicable procedure.
Can a DPT cover land outside a city or village?
Yes. A DPT may cover a territory outside a settlement, including an area intended for an individual development. Its scope and boundary are determined through the planning procedure, and the relevant council approves it.
Do you work outside Mykolaiv?
Yes. We prepare detailed territorial plans across Ukraine. Surveying and fieldwork are coordinated for the territory; communication with the client and authorities can combine remote coordination and visits as needed.
Does a DPT require expert review?
Article 19 of Law No. 3038-VI states that a DPT is not subject to expert review. It must still comply with the applicable planning standards and wider planning documentation and pass through the required procedures.
Does DPT approval change the designated use of my land?
No. Approval of a DPT does not itself change a plot’s designated use. The proposed use must be checked for compatibility, followed by the applicable land procedure. A DPT is not a way to change a territory’s function arbitrarily.
Can an approved DPT be amended?
We first review the existing DPT, proposed amendments and higher-level plans. Updating or amending a plan requires the applicable procedure and an authorized decision; it is not simply a replacement drawing.
Can a DPT change street red lines?
Street red lines define the boundaries of existing and planned streets, roads and squares. Any proposed adjustment must be assessed against higher-level plans and regulatory restrictions. Commissioning a DPT does not guarantee a change to suit an individual plot.
Can I obtain an extract from an approved DPT?
Contact the responsible planning authority or the community’s administrative service centre about the applicable process. We can help formulate the request and explain the planning materials relevant to your land.
What comes after DPT approval?
Depending on the project, the next steps may include land procedures, obtaining urban planning conditions and restrictions, and preparing the building design. We can help plan these stages and continue with the relevant services.
