Mykolaiv Regional Engineering Center (MREC) is a Ukrainian engineering consultancy established in 2008. Our engineers document the condition of damaged buildings and identify the technical work required to prepare repair and reconstruction.
War-damage surveys for building recovery and reconstruction
Our team has inspected war-damaged buildings since April 2022. A damage assessment documents the observed condition and helps identify the engineering work needed before a building is repaired, reconstructed or returned to use. We agree the purpose of the report with the commissioning organisation before visiting the site.
The service is relevant to damaged housing, schools, healthcare buildings, community facilities, commercial premises and industrial buildings. International programme teams can commission a single assessment or discuss a scoped programme covering multiple buildings.
Inspection and reporting scope
- Review available building records and information about the damage.
- Agree site access and the conditions under which the inspection can proceed.
- Inspect accessible structures, record defects and take the required measurements.
- Identify additional investigations or calculations needed for the technical conclusions.
- Prepare findings on condition, restrictions and recommended next engineering steps.
From damage findings to reconstruction planning
The technical report documents the assessed elements, observed damage, investigations and conclusions within the agreed scope. It can support decisions on further assessment, repair design and reconstruction preparation. Detailed repair drawings, quantities and cost estimates are available through a subsequent design assignment.
We work under Ukrainian standards. A report prepared for a recovery programme and documentation for a Ukrainian compensation procedure may have different requirements; we confirm the intended use before starting.
Engineering services for international recovery programmes
MREC can undertake site assessments as a local engineering subcontractor or work directly for the commissioning organisation. For a building portfolio, send the locations, property types and priorities so we can agree access arrangements and a consistent reporting scope. Visits across Ukraine depend on site accessibility and agreed working conditions. Explosive-ordnance clearance is a separate specialist activity and is not part of this service.
Follow-on services can include reconstruction design and cost estimates, building accessibility audits and energy audits. These are defined around the building condition and the objectives of the recovery programme.
Scope, deliverables and quotation
We agree responsibilities, deliverables and review stages with your organisation or lead consultant before starting. Our work follows Ukrainian standards. Reports can be prepared in English upon request. Documents submitted to Ukrainian authorities follow the applicable language and format requirements.
The quotation defines the report and drawing formats, any editable files or signed copies, and the included coordination. The fee depends on number and size of buildings, damage complexity, access conditions, travel, investigation requirements and the agreed reporting scope. We confirm the delivery schedule after reviewing the inputs and site access; any authority review has its own timetable.
How to commission this service
Email your organisation name, project objective, preferred schedule and available information: building locations, property types and approximate areas, known damage, available plans and prior reports, intended use of the findings and site-access contacts.
Attach your project brief or terms of reference, including any procurement requirements and the role you need MREC to undertake. We review the inputs and return a proposed scope and quotation. Our office is in Mykolaiv; site work across Ukraine is agreed according to access and the assignment.

Send the locations, available damage information and project priorities to agree the assessment package.
Questions about this service
Can the report support a donor-funded reconstruction project?
Yes. We agree the required engineering evidence and report structure with the client. Acceptance within a particular programme remains subject to that programme's requirements.
Can you prepare compensation documentation as well?
We can assess the relevant Ukrainian documentation requirements for the property. The technical report does not itself constitute a compensation award or an approval decision.
