What is included in the construction design package

The full package depends on the object and the task; a typical scope includes:

  • design in stages: Sketch Design (EP), Design (P), Working Documentation (R);
  • architectural (AR) and structural (KR) solutions;
  • engineering sections: water supply and drainage, heating, electrical, ventilation, fire safety, communications;
  • the estimate part: local estimates, consolidated cost calculation, resource sheets;
  • registration of the project in EDESSB — where the applicable procedure requires it;

Design documentation for new construction

We design residential, public, commercial and industrial buildings and structures. Layouts, structural solutions, utility systems and cost estimates are coordinated with the intended use and site input data.

Design and estimates for reconstruction

We prepare reconstruction documentation based on the existing building’s technical condition and the proposed changes. Before developing design solutions, we establish the technical survey information required and coordinate the architectural, structural and engineering sections.

Design and estimates for major repairs

We prepare major repair documentation for residential, public and other buildings, serving private clients, businesses, homeowners’ associations and public bodies. The package defines repair quantities, technical solutions, materials and estimated costs.

Scope and sections of construction design documentation

The scope depends on the object and the design stage. The base sections are:

  • explanatory note with input data;
  • architectural solutions (AR) and the site master plan;
  • structural solutions (KR);
  • engineering equipment and utilities — water supply, sewerage, heating, ventilation, power supply;
  • construction organization plan (POB);
  • cost estimate documentation.

Architectural design as part of the package

We develop architectural solutions (the AR section) according to the building and design brief. Architectural design covers:

  • space-planning solutions — number of storeys, layouts and functional zoning;
  • facades and the external appearance of the building;
  • siting of the building on the land plot in line with urban planning conditions and restrictions;
  • coordination of the architectural part with the structural and engineering sections.

Our team coordinates architecture, structures and utility systems to identify conflicts between sections before handing the documentation to the client or submitting it for expert review.

Design stages: sketch design, design and working documentation

We agree the required stages in the design brief under DBN A.2.2-3:2014. The sequence depends on the building’s purpose, complexity and consequence class; not every commission requires every stage.

  • Sketch design (EP): principal architectural and space-planning solutions.
  • Design (P): coordinated solutions and supporting calculations for approval and expert review where required.
  • Working documentation (R): detailed construction drawings and specifications.
  • Working design (RP): the approval part and working documentation combined in a single-stage package.

Feasibility studies or calculations (TEO/TER) apply to relevant projects. We establish the appropriate sequence before agreeing the contract.

Cost estimate documentation for construction and repairs

The estimate section sets out the cost of the work and resources needed to implement the design. It supports budgeting, procurement and discussions with contractors.

  • Local estimates: calculations by type of work.
  • Consolidated estimate: the overall estimated cost within the defined scope.
  • Resource schedules: materials, equipment and other resources included in the calculations.

We prepare estimates for new construction, reconstruction and major repairs. A separate estimate for routine repairs depends on the brief and available quantities; a full design package is not required for every repair.

Documents and input data for construction design

Provide the documents relevant to your project:

  • land ownership or use documents and, for an existing building, its title documents;
  • the design brief: intended use, type of work and target parameters;
  • urban planning conditions and restrictions where required;
  • technical conditions for the relevant utility connections;
  • engineering survey information, including a topographic survey, to the extent required for design;
  • for reconstruction and major repairs, existing technical documentation and building survey materials.

What we check before quoting

The price and scope of the design are not defined by floor area alone, so before quoting we check:

  • the object and type of works — new construction, reconstruction, restoration or major repair;
  • input data — urban planning conditions and restrictions, technical conditions for utilities, topographic survey, and for existing buildings a technical inspection;
  • the preliminary class of consequences (CC1/CC2/CC3) — it determines the scope and whether expert review is mandatory;
  • the applicability of external procedures — expert review, environmental impact assessment, separate urban planning documentation.

Class of consequences (CC1–CC3) calculation

We calculate consequence class CC1, CC2 or CC3 from the characteristics of the project, applying DBN V.1.2-14:2018 on structural reliability and safety and DSTU 8855:2019 on determining the class of consequences.

  • CC1 — minor consequences (typically individual houses, outbuildings);
  • CC2 — medium consequences (typically low-rise apartment blocks, public buildings);
  • CC3 — significant consequences (typically high-rise buildings, complex engineering structures).

The class is calculated from the characteristics of the object and the norms — not simply “by building type”. We calculate it from the functional purpose, the area, the number of occupants and the potential environmental or technogenic risks. A wrongly assigned class causes problems at the approval or construction stage.

Expert review, revisions and approval of design documentation

After development, the documentation follows the path defined by law: expert review (expertiza) is mandatory for CC2 and CC3 objects (Art. 31 of Law No. 3038-VI) and applies to CC1 only in cases defined by law; then the design is approved by the client and the data is entered into EDESSB.

If reviewers request changes, we address their comments and support resubmission within the agreed scope.

Registration of the design in EDESSB

EDESSB — the Unified State Electronic System in the Construction Sector — is the single state register that records every stage of design and construction in Ukraine. For objects subject to the permitting procedure, construction cannot legally start without the project being registered in the system. Both the client and the designer are responsible for the accuracy of the submitted data. We fully prepare and verify the documents before submission to minimise the risk of comments and delays.

Construction design in Ukraine is governed by a set of regulations; our specialists work strictly within the current legislation:

  • Order No. 45 of the Ministry of Regional Development (16.05.2011) — the Procedure for developing design documentation for construction;

Frequently asked questions (FAQ)

What is design and estimate documentation (PKD)?
PKD is the Ukrainian abbreviation for design and cost estimate documentation. It combines technical design solutions with cost calculations for construction, reconstruction or major repairs. The design defines how the project will be built, while the estimate calculates the resources and costs within the agreed scope.
Does a private house under 500 m² require a full design?
A simpler procedure applies to part of individual housing: a detached, garden or summer house of up to two storeys (without a mansard) and up to 500 m² can be built on the basis of a construction passport — a design for such objects is developed only at the client’s request (Art. 27 of Law No. 3038-VI). “At the client’s request” — because a good design and estimate save money on materials and contractor mistakes even here. How long does the design process take?
On average 20–60 business days, depending on the complexity of the project, the class of consequences and whether expert review is required. Simple CC1 objects are faster; CC2/CC3 objects with mandatory expert review take longer. We give a realistic forecast for your case at the consultation.
Is expert review (expertiza) of the design mandatory?
It depends on the class of consequences, the source of financing (public funds, state-guaranteed loans) and other factors defined by Resolution No. 560 of the Cabinet of Ministers of Ukraine. For private CC1 houses expert review is not always mandatory. We will tell you precisely whether it applies to your object.
Can I order a cost estimate separately from the design?
Yes, depending on the work and available input data. Send existing design solutions or defined repair quantities so we can assess the scope. Without sufficient information, only a preliminary estimate is possible. A standalone estimate does not replace a design required by the applicable construction procedure.
Do you design reconstructions and major repairs?
Yes — design for reconstruction and major repair is one of our specialisations. Before designing we carry out a technical inspection of the existing building and base the design decisions on the actual condition of its structures.
Can the design be amended after approval?
Yes. Any changes must be documented — either within designer’s supervision or as formal amendments to the design. If the changes are substantial, repeated approval or expert review may be required. We support the project at every stage, including amendments.
Do you work outside Mykolaiv region?
Yes — we work across all of Ukraine. Site visits, initial data collection, design, EDESSB registration and expert review support are arranged regardless of the region where your object is located.
Do you provide architectural design?
Yes. What design stages does DBN A.2.2-3 provide for?
Sketch Design (EP), Design (P) and Working Documentation (R); for simple objects a single-stage Working Design (RP) is allowed. The number of stages depends on the class of consequences and the complexity of the object — we define it at the start.
What is a sketch design (EP)?
The sketch design is the first stage: the concept of the object, space-planning solutions and siting of the building on the plot. It is developed for complex objects, or when the client wants to approve the look and parameters of the future building before full design begins.
What is working documentation based on?
Working documentation (R) is developed on the basis of the approved Design stage (P). For simple objects the stages are combined into a single-stage working design (RP). Construction is carried out directly from the working documentation — its drawings and specifications.
Is construction design classified as works or services in public procurement?
Under Ukraine’s Public Procurement Law, development of design documentation for construction projects falls within the definition of works (Article 1, part 1, item 27). A CPV code containing the word “services” does not by itself change that category. The contracting authority determines the procurement subject and code for the actual scope. We work with public and municipal clients through Prozorro.
